The event, attended by ambassadors, diplomats, and official representatives from 57 countries, discussed the protection of civil society in the OSCE area, the work of human rights defenders, ensuring freedom of peaceful assembly, and the current challenges in these fields.
Ahmad Shahidov, head of the Azerbaijan Institute for Democracy and Human Rights and a human rights defender, took part in the panel discussions and drew attention to severe human rights violations occurring in the South Asian region.
In his speech, Ahmad Shahidov stressed that the rising cases of intolerance and discrimination worldwide are not just the problem of a single country or region but a threat to global peace. He noted that religious and ethnic-based violence, discrimination, and human rights violations have forced millions of people to leave their native lands.
The human rights defender harshly criticized India, drawing attention to systematic human rights violations in the Jammu and Kashmir region of South Asia. He pointed out that the Indian government has, for years, implemented military pressure and a policy of ethnic and religious discrimination against the local Muslim population. Shahidov stated that since 1989, 96,000 people have been killed, 175,000 civilians imprisoned, and thousands of women subjected to violence. He emphasized that India’s 2019 revocation of Jammu and Kashmir’s special status and its attempts to alter the demographic structure of the region represent a gross violation of international law, including United Nations Security Council resolutions.
Ahmad Shahidov further noted that India’s policies not only threaten regional peace and security but also seriously obstruct the development of interfaith and intercultural dialogue. According to him, international organizations and human rights institutions must promptly react to such incidents and work to strengthen interreligious and intercultural cooperation to prevent intolerance and discrimination.
He concluded by stating that the fight against intolerance and discrimination is a global issue, and no international platform should remain indifferent to these problems.

The Indian government says its forces have launched "Operation Sindoor", "hitting terrorist infrastructure" in Pakistan and Pakistan-administered Kashmir "from where terrorist attacks against India have been planned and directed".
"In a statement, the Indian government says "nine sites have been targeted… Our actions have been focused, measured and non-escalatory in nature. No Pakistani military facilities have been targeted. India has demonstrated considerable restraint in selection of targets and method of execution.”
The statement said the attack was ordered after last month's deadly militant attack on tourists in India-administered Kashmir.
Explosions have been reported in several places in Pakistan and Pakistan-administered Kashmir with reports of power cuts in the city of Muzaffarabad.
The head of Pakistan's military public relations wing confirmed that three areas have been hit by Indian missiles, Muzaffarabad and Kotli in Pakistan-administered Kashmir, and Bahwalpur.
Relations between India and Pakistan have deteriorated sharply following a deadly militant attack on tourists in Kashmir last month.
Pakistan's said it would “respond to this [attack] at a time and place of its choosing… All of our air force jets are airborne. This is a shameful and cowardly attack that was carried out from within India's airspace."

The United Nations Security Council raised tough questions for Pakistan during an informal session on Kashmir. The 15-nation Security Council held deliberations on Monday amid rising tensions between India and Pakistan. No statement was issued by the UN after the closed-door session requested by Pakistan, a non-permanent member. Members condemned the terrorist attack and stressed the need for accountability in the aftermath of the violence. Some UNSC members specifically raised concerns about the religious targeting of tourists in the attack. Many members expressed alarm over Pakistan's missile tests and nuclear rhetoric as escalatory factors. ANI reports: On April 28, China’s foreign ministry urged both India and Pakistan to remain calm in the aftermath of last week’s deadly attack on tourists in Pahalgam, Jammu-Kashmir. Speaking at a regular press briefing, ministry spokesperson Guo Jiakun welcomed any steps that could help de-escalate tensions and voiced support for an impartial investigation into the incident. Message is very clear that Kashmiri support Pakistan, not beacxuse of development or better governance but because of Muslim identity. If it is so, then what about Muslims in India, who are getting Hindu's, Sikh's, Jain's, Buddhist's and Christian's tax payer money. There are many examples explained here which indicates that Indian Muslim women marrying Pakistani man and begetting children with Indian nationalities. It is not a war between India and Pakistan. It should be considered civilizational conflict between Hindus and Muslims.

Pakistan may be divided. But if UK and Europe support Pakistan to disintegarte India, then there are chances that India may also disintegrate. First action: Indus water treaties have been paused for the time being. It may curtail the farming of vegetables and grains in Pakistan. Instead of waging war and killing many soldiers, this action is better than war. Second Action: The Attari border closed. Third Action: The SAARC visa of Pakistani citizens is cancelled. Fourth Action: Pakistan Embassy's non-grata persons must return within 48 hours.
India is not discussing but has taken action. The Indus Water Treaty allows water from five rivers, Jhelum, Chenab, Ravi, Sutlej, and Beas, to flow through the Punjab of Pakistan. 80% water shall be allowed to Pakistan as per this treaty, which is now cancelled for the time being. If this water is stopped, then this water shall be used for India.
Terrorism is an indirect/asymmetric attack/war on an unfriendly state. Stopping water is also considered a war against the enemy. Muslim invaders followed the North area to loot Hindus for centuries. Hindus pardoned them, and they came back and looted again. Even Indira Gandhi also committed the same mistake, for veto powers do not allow changing of the national boundaries as per the act accepted by all after World War II. That may be the reason Indira Gandhi accepted the change of name of East Pakistan as Bangladesh.
What is the solution now? Based on Geopolitics, this may compel Pakistan to come to the discussions or start a war. After Ukraine and Gaza there are two problems that still need a solution. That is Kashmir and Taiwan. Both these problems are the result of historical mistakes, which need a solution. But it led to a major question. Can Hindus and Muslims live together as they lived before the British enslaved them? History may tell later.

India and the United States should work together. But this does not mean that India, Russia, and China should not unite to bring peace to humanity. The world must move to a unipolar region with multipolar areas supporting each other democratically. Democracy is the only answer for peace and prosperity. Pehalgram is a beautiful tourist place. Terrorists are playing with the lives of common Muslims, for no tourists mean no money and migration to Hindu areas. This terror attack must be correlated with the recent interview of Pakistan army chief, in which he told that Muslims can not tolerate Hindus and partition in 1947 is right on the basis of religion. In other words Muslims of India must unite together against Hindus.
India tried its best since 1947 to accommodate all religions. But Muslims are still to be convinced to be part of all religions of humanity. Why do Muslims rebel? What has happened in Israel?

The same is under discussion in USA. I am sure the same is the position in other democracies. This turf war indicates that democracy is vibrant, and it may lead to a solution for the administration. People on streets are welcome sign in USA, Europe and India. But no one may tolerate violence once the elections are held for three, four and five years in different democracies.
