I do not support the solution suggested by CDS Gen Rawat of India or President Trump's efforts to use Naval ships as hospitals. I believe that CDS and the USA should concentrate on protecting territory and democracy worldwide and take all precautions that Jawans are protected from this virus. This is not the time to use army, navy, and airbase facilities to do the jobs that civilians are supposed to do. The virus can cause serious sickness to Jawans who are supposed to protect us from enemies.
Microbiological warfare is unique warfare. We are not experienced in fighting it. Protect military first.
Let civilians, politicians, healthcare workers, volunteers, religious organizations, NGOs, Human Rights Watch, UN organizations, WHO's representatives come forward to assist people, patients, and law and order staff.
Human Rights and NGOs should be the front-line workers to protect people. The media should show how these NGOs and Human Rights advocates work as front-line workers to teach, preach and implement social distancing on the ground, not issuing guidelines only.
Police should control law and order situations with zero tolerance of disobeying law and order. Politicians and people should not worry about human rights or any other democratic norms. All precautions are to be taken to be safe and protect humanity. There is no doubt that some are illiterate and need patience.
We can fight this virus together. The police and the army can not protect us from this virus. Politicians, religious organizations, NGOs, HRW must come together and help each other. They should teach, preach and enforce physical and social distancing as recommended by virologists/microbiologists. They only can help as they have civil contacts.
I wrote earlier. It is the war against coronavirus. Apply just war principles. But this time, police should act to protect people, not the military. No nation/democracy can be safe if the military is sick and dying due to this virus. So police should protect civilians and apply just war principles.

India is again on watch. Delhi government issued orders not to gather together more than twenty persons. But Muslims in Nizamuddin violated norms and helped in spreading the coronavirus. It is miserable what has happened in India. More than 2000 Muslims of India, Malaysia, Indonesia, Bangladesh, and many other countries. These people are now hiding in Mosques of different places in India. I am posting this in the English language so that my other friends may understand what is happening in India.
The police are always told to be soft to Muslims as there is always a minority sympathy card. However, if the police take action drastically, then Human Rights Watch and many other people object. The fact is the police are always chained not to act.
Few days before JNU, Jamia, Shaheen Bagh, Delhi riots are an example. Police senior personnel were attacked, and one IB officer was murdered by criminals. Corrupt politicians and media criticized and demeaned police for action as well as inaction.
I remember the Rohingya episode when the Police post was burnt by the irresponsible mob. Many criticized Myanmar.
A new study informs that masks can reduce the chances of Coronavirus. Do not neglect face masks. Masks can be stitched at home. It is not rocket science. Please use masks to fight Coronawar.
This curve indicates that countries that adopted masks fared better than other countries, assuming other conditions were the same. This report is from Nassim Nicholas Taleb on Twitter. Please do not get into elevators, buses, etc., unless you wear a mask.
I do not agree with this report completely, as South Korea is handled differently than Singapore. Masks are important, but other conditions of administration can not be ruled out. South Korea adopted a test, test, and test policy for its technical capabilities and took the matter seriously from starting. Italy, Spain, and the US took lightly. New Zealand declared a state of emergency to fight a war of coronavirus. As a result, Prime Minister Jacinda Ardern (PMNZ) is taking all precautions. In other words, the NZ government, under state emergency, is exercising all powers after discussions with all parliamentarians, including the opposition, to curb Coronavirus. This can be a great example of exercising "powers of emergency by a leader in democracy."
New Zealand could control the spreading of Coronavirus, though it is too early to declare so. However, PMNZ is advocating very correctly "test, test and test, and this only can defeat Corona."
This means more testing shall help to stop this virus. The government takes many well-planned precautions to contain coronavirus and help the citizens/residents (employed, unemployed, workers, staff, business people, senior citizens, health care staff, and people of multicultural beliefs).
Media also understands its responsibilities in NZ.
I must inform you that many hospitals have stopped admitting nonurgent cases, which can be delayed without any serious repercussions to human lives. This has helped hospitals' preparation for the unforeseen corona urgency. Well-coordinated efforts are being discussed, planned, and executed in New Zealand.
Many beds in hospitals are kept ready to accept the surge of cases if at all it happens. I am sure that health care workers are being briefed and trained regularly for new SOPs. I appreciate the farsightedness of Prime Minister Jacinda Ardern in this war and her political expertise to keep NZ citizens safe and prosper during this crisis.

800 Indonesian Tablighi Jamaat preachers are blocked by India for violating visa rules during the Coronavirus pandemic in India. Is it a conspiracy to destabilize India? Violating rules can lead to conclusions. Organizers have committed blunders to organize this, as per the Health Minister of Delhi. As per the report, there can around 1500 to 5000 persons stay in this building. Many reports of death are reported from Andaman Nicobar, Telengana, Kashmir and Tamil Nadu, Karnataka, Mumbai, Kerala. This meeting was done between 13 to 15 March. People from Malaysia, Indonesia are now known as the hub of Corona, as per the report. America may return to normalcy around 1 June 2020. (12:14). The US is not Europe, and Europe is not Asia. India must observe and stay home seriously to break the chain. Read when I wrote that we must fight a just war to save humanity. Human rights watch must understand the seriousness and should take care of its employees. For some time, democracy should be overlooked to save democracy.

This is the failure of legislatures and media reporters. Executives and the judiciary of India can not be blamed on this account. Legislatures did not lead the people whom they are supposed to lead. Many may say that legislatures warned and did their best. I may agree in this case.

I am sensitive and emotional. However, human deaths and idiotic behavior of anchors, presstitutes, and political leaders of democratic countries make me sick.
I reproduce the writing of Bennet (2016 p.xiii) again to find a political solution in a democracy and the responsibility of media.
"The news has no democratic warranty." "Meaningful change requires people to better understand some of the underlying defects in the current communication system. In particular, change requires thinking more critically about how to inform people in ways that bring them together around programs of political action that might actually solve problems in society and government."
Political leaders and media owners must have the same political and administrative experience to understand this concept, including team-building attitudes for the common cause. Selfish interests and the least political-administrative experience can bring chaos in society during this corona crisis.
To play a responsible role in a democracy, media owners and politicians should be mature and experienced. Criticism does not help anyone. Framing and agenda should be for the right cause and solution. News reporting to support politicians in power or opposition and owners of media MNCs is not helpful to humanity during this crisis.

India is rocking with coronavirus. As a result, each state is full of many migrants from other Indian states (provinces). Migration is not only from state to state but from villages to neighboring big and small cities.
Many illegal housing colonies of communities and societies were/are legalized without consideration of safety and drainage etc. As a result, population per square kilometer is not as per WHO standards. (I shall add actual figures later).
Many migrants were/are living in pathetic inhuman conditions in these colonies. Some migrants are illegal from neighboring countries. There was no system for proper identification. Politicians used these migrants to win elections. Quid pro quo was normal and known to all.
These migrants earned their livelihood, as there were many job opportunities in the metropolitan cities and developing cities. As per statistics, the middle-class population of India is more than the European population and earning at par with them.
Politicians and administration did not care for proper town planning. Corruption was rampant, and it was visible to all. All Indians accepted this as fait accompli.
During this period (1980 -2014), health care suffered the most. I call this period a black period of the India / Sonia Congress Period. Chief Minister of Bihar Lalu Prasad was recently jailed by the BJP government. Lalu was overconfident of his power and authority, and he broke laws rampantly.
Narendra Modi came to power in 2014 and started changing rules and regulations so that corrupt politicians can be punished. He declared that corruption should be routed out from the top first. I must agree that corruption can be routed out by framing and passing proper rules by parliament and increasing transparency in the system. However, passing a law in parliamentary democracy is a difficult task in democracy.
Narendra Modi made hard decisions to solve the long-standing problems. Muslims and other populations, pampered by corrupt governments, started feeling insecure. The result can be seen in the Delhi riots. Muslim leaders supported by some politicians were disobeying the orders just two months before, as reported by me.
During this situation, Coronavirus surfaced in India. Fear of coronavirus injected fear of the unknown in migrants. This fear of the unknown compelled human beings to be with their families. "If I have to die, then better be with my family" this emotional factor coupled with the insecurity of food and virtual subhuman living conditions in cities triggered mass-scale migration from cities to their respective homes. People started walking on the road and railway tracks without any help from the government. This can be seen in many of my reports. It is between all states like Delhi, Uttar Pradesh, Maharashtra, Goa, Gujarat, Tamil Nadu, Kerala, Karnataka, Andhra Pradesh, etc.
Media reported with priming, framing, and agenda-setting as usual in favor of poor migrants. There are more than twenty TV channels in India, and each wants to increase the number of their viewers with sensational news. I also felt bad and cried. Read my earlier article, "Good Intentions but bad results."
Chief Minister of UP and Delhi tried to help the poor but miscalculated the overall situation. The purpose of lockdown or social distancing was defeated in India. Net next result can be predicted based on the American and Italian experience. The US is rich and better managed, I think, than poor India. Results will be mass killings by an enemy known as Coronavirus. I wrote earlier about Just war on Coronavirus enemy, but now it is too late. The enemy was clever than Indians.
I call it destiny. When people are in the developing stage, and capital accumulation occurs, then all can not be rich and safe. It may take time when India may learn from this experience. Who knows, who will write history, and who may be blamed for these mass killings by the invisible enemy.

Good intentions and bad results if rightful orders are disobeyed. Now lockdown should be opened in India for one week to travel where they want to go. Corona may spread like this and shall spread if we take the second option. Can we arrest 1 million people who knowingly want to spread coronavirus? An example is Shaheen Bagh.
India will change within a year and learn a lot from the Corona tragedy: good intentions do not mean good results.
"There was a time when I owned twenty cows. One cow became sick and was coughing. The veterinary doctor advised me to give this cow one bucket of whiskey. So I gave one bucket of whiskey to a sick, coughing cow. To my surprise, the next day, all cows were coughing." I read this article while studying a German language course in Max Muller Bhavan Poona Maharashtra in 1970. Instead of cows, the name of the elephant was used in Grundstufe II's book.
I read and saw media reports that some migrants are hungry and go on foot from Delhi to their villages. The intention of the media was good. People were interviewed with good intentions. Media showed: the newborn child was crying due to hunger and the mother cried that she did not eat for two days and can not feed the child as there is no milk. Simultaneously other TV channels started showing that many migrants were walking on the road, and during interviews, some migrants were crying. The news was heartbreaking. I also cried.
Within a day, Uttar Pradesh Chief Minister promised that buses will be arranged for these migrants. The government will take care of all these people. Delhi Chief Minister announced that there is sufficient food and no one should leave their residences. I appreciated both chief ministers; though both Chief Ministers opposed each other during elections, both wanted to help people.
The next day thousands came out from their houses and started walking on the road. All civic responsibilities were violated. This helped infection to spread quickly. The result will be known in twenty days, say around 15-20 April 2020.
With good intentions, some villages are closing entry to their villages for newcomers from the different locations of India. However, many migrants do not know the local language. Moreover, as per reports, many migrants may be illegal from neighboring countries.
Many migrants did not obey the order when they were told to open bank accounts to transfer money directly to their accounts. Many politicians were arguing that we do not have papers at that time, hardly three months before. This land belongs to our grandfathers, and their body is in this land. हम पेपर नहीं दिखाएंगे / we shall not open the bank accounts.
If citizens had listened to their leaders and opened their accounts, help could have reached these people directly. Instead, many opposition politicians opposed Modi / BJP due to their personal benefits on this account. It was a good intention, but the opposition spoiled the right intentions.
Now, during this time, all are acting with good intentions. The media reported with good intentions. Ministers acted with good intentions. These good intentions resulted in worse results. These results are not seen today but shall be visible later. Again media may show deaths with good intentions. Doctors may act to help. But there shall not be sufficient medical facilities. So many may die on the road, and one media reporter may report. Other reporters may be afraid of going out and meeting these victims due to fear of having a coronavirus infection.
That is why I write: India is on the watch. Humanity is in danger. 0.02% of 1300 million population means 0.26 million people may die on the roads or in the hospitals in India as of today. This death rate is assuming death rate as of 29 March 2020 of Italy. Media, leaders, and professionals must understand that Coronavirus does not distinguish religion, money or caste, or color.

India may suffer the most. Democracy / Nature may solve the problem, which may be good for the people. People and many politicians are not understanding the gravity of the situation. Inexperienced politicians create havoc. People should not vote for inexperienced politicians.
Many politicians are not able to control the people. So many are coming out from their residents. So many people can not be homeless. Assuming all are homeless, then also what the Delhi state government was doing? How can so many people be homeless? This movement of people is spreading the virus beyond any understanding.
All politicians must play a positive part in containing the virus.
If it continues like this in India, many villages and people may die without any medical care. In addition, these migrants may reach their villages and may infect others.
I think let all trains and buses and other business run as usual in India. Let people decide what they want to do.
I do not see any solution. God only can save India and Indians.
Once people may start dying, then they may realize the importance of not traveling. Then again, these people will blame doctors and governments of that area. Then these people may start migrating again on foot to safeguard themselves. I remember scenes of the guide movie.

Today we all are soldiers and doing our duties to protect our community or humanity by staying at home and obeying the orders of politicians. Therefore, I am writing this note to clarify that any action, including the Chinese method to treat COVID-19 (Trump), is justified in this war against invisible combatants.
We are fighting a war against the invisible enemy (Presidents and Prime Ministers of the world said so). Is this war against coronavirus just? There is no doubt that humanity shall agree that this war is a just war. It has killed many elderly and other innocents. This invisible enemy is attacking all human beings.
I shall not go to details of thinking ethically or morally / it means consequentialist or deontologist. But I shall think about Jus ad Bellum and Jus in Bello. But, first, we must establish a set of conditions that must be fulfilled before a war could be considered just?
Jus ad Bellum: There is just cause, right authority, right intent, reasonable hope of success, the aim of peace. It also confirms the proportionality of ends. There is no doubt that this war is just war. This means the coronavirus war is on. I do agree that immediate action is required to be successful. According to my, we are already in "Jus in Bello."
Are enemy combatants using civilians as human shields? Is it permissible to target them? What is to be done if combatants in human beings do not obey the order? Is it morally permissible or morally excusable to kill civilians in war with invisible combatants inside those civilians? What is the difference between voluntary and involuntary human shields? Should voluntary human shields be considered legitimate targets or excluded from proportionality calculations?
I believe that civilians who voluntarily shield this invisible Coronavirus and do not report to the legitimate authorities or take an active role in the conflict to protect the virus or spread the virus (combatant) make them legitimate targets. Put these combatants behind bars, but if they act against police officials, there is no mercy. Act of war is justified.
The author takes full responsibility for his writing as there can not be any love without fear. Humanity is challenged by an invisible enemy, and whosoever protects this enemy and does not obey the order then they do not have the right to live for the sake of humanity. I know many may have different opinions. The law of the land should decide at the earliest to save humanity.

Who so ever do not obey the order must face the consequences of a war-like situation. Therefore, I accept the theory of Mao Tse-Tung that "Who is your friend and who is your enemy, this is the first question of revolution." To decide any action, this is a vital lesson.
Right or wrong, in this case, scientists may decide what is right and what is wrong. Next, politicians in parliament will argue and then decide what is good for the people. Finally, executives will implement the decision of these politicians in a democratic system.
For each person, it is difficult to know and understand what is right and wrong. So no argument, by rich or poor, educated or uneducated, black or white, is accepted. All must obey the order.
Politicians are the people who are given responsibility by the people to decide on their behalf. So whoever is not obeying the order is an enemy of the society and people. Therefore, these people who are disobeying should be treated as enemies.
As we all are fighting an invisible enemy, it is assumed that this invisible enemy is in these people who are disobeying the orders of politicians of their nations. But, instead, these politicians are acting as per the information given by United Nations and World Health Organisations.
These enemies are not wearing any special dress. They are only invisible enemy carriers. To kill these invisible, we may have to kill those carrying these Invisibles inside by disobeying the orders.
It may look anti-democratic, but when many may die due to this invisible enemy, humanity and history may ask those responsible for protecting humanity. Sometimes fear must be imbibed to obey the order or love. The Sooner it is accepted better it is.

I have noted one thing during this coronavirus episode: there is an abundance of news. Media owners of 400 TV Channels in India and other democratic countries do not inform news as an abstract perfect truth. On the contrary, each channel adds fuel to the fire.
I agree with Richard Nixon "When information which properly belongs to the public is withheld by those in power [and media], the people soon become ignorant of their own affairs, distrustful of those who manage them, and eventually, incapable of determining their own destinies." But still, I believe that digital media can change humanity's destiny.
How can Coronavirus change the future? Unfortunately, it is too early to prepare a road map of the welfare world in new changed conditions in the world.
Population control, uniform code of conduct and religion, sustainable development in each continent, environment, a multilateral world with sustainable regions, and transparent governance are key factors to be discussed by intellectuals of the world's universities. Will MNCs finance? And if yes, then for what results?
