BRICS

BRICS: Brazil, Russia, India, China, and South Africa are the first five members. Five Countries joined later: Egypt, Iran, UAE, Ethiopia, Indonesia. Saudi Arabia was accepted but did not join. 5+5=10 
Partner countries are Belarus, Bolivia, Cuba, Kazakhstan, Malaysia, Nigeria, Thailand, Uganda, Uzbekistan, and Vietnam. Total number: 10. Argentina declined membership.

China, Russia and India also announced rolling out their BRICS Pay settlement system as an alternative to SWIFT and dollar system and backed by gold. China also dumped $70 BILLION in U.S. Treasuries. It's their biggest sell-off since the 2008 financial crisis. Gold has now surpassed U.S. Treasuries as global reserve asset. That distinction was made explicit by Prime Minister Modi when he said BRICS was “not against anyone”. India did resist attempts to turn the meeting into a platform of anti-American rhetoric. We did not witness endorsement of a common BRICS currency or dramatic declaration of de-dollarisation. The focus remained on national-currency settlements, faster cross-border payments, resilient supply chains, digital public infrastructure, health, food and energy security, and reform of the UN, IMF and World Bank. India scored a significant diplomatic success in securing a unanimous New Delhi Declaration despite sharp differences between Iran and the UAE over West Asia. Consensus was preserved, but only through carefully generalised language. In this, BRICS’s value and its limitation was exposed : it can keep difficult conversations alive and affirm broad principles, but it struggles to assign responsibility or organise collective action when there is the occasional collision of the interests of its members . The Modi-Putin meeting reaffirmed the durability of the India-Russia relationship at a time when Moscow is under Western sanctions and increasingly dependent on China. India continues to value Russia as an energy, defence and strategic partner, while seeking to broaden the relationship into technology, manufacturing and industrial cooperation. But New Delhi did not endorse Moscow’s more confrontational conception of BRICS as an alternative order struggling to shake off Western rules. Engagement with Russia remains an important part of India’s strategic autonomy, but there is no evidence of alignment with a Russian-Chinese bloc. The Modi-Xi meeting was more consequential, although its results were deliberately modest. Xi’s first visit to India in nearly seven years restored the political space for engagement. Both leaders supported greater business links, mobility and cultural exchanges, and discussed India’s structural trade imbalance, supply-chain vulnerabilities and need for meaningful market access. Modi reiterated that peace and tranquillity along the border, and mutual sensitivity remain essential to the wider relationship. The outcome was therefore managed stabilisation, not a strategic reset. India and China have acknowledged the necessity of coexistence, competition and selective cooperation without pretending that mistrust has disappeared. BRICS provides one of the few settings in which this competitive coexistence can be practised. It also allows India to engage China and Russia while maintaining its partnerships with the United States, Europe, Japan and Australia. BRICS widens India’s diplomatic and economic choices. As C. Raja Mohan observes, India’s success may have been to keep BRICS “boring”: practical enough to be useful, abjuring boiler-plate ideology or rhetoric . The deeper achievement of Delhi was to preserve the manifest pluralism of the grouping. The test will come under China’s presidency in 2027. Beijing will probably push for a “Greater BRICS”, stronger political coordination and reduced dependence on Western financial systems. India will support institutional reform and greater Global South representation, but resist conversion of BRICS into a China-led geopolitical pole.
BRICS matters to India not because it peddles a replacement world order, but because it helps prevent any single power or coalition from monopolising the existing one. It provides India more room for manoeuvre, in an age of unstable multipolarity. 2:59PM 13 September 2026

Through BRICS, we can provide young diplomats and policymakers from the Global South with negotiation skills, practical training and legal expertise. iv. Seafarers make a significant contribution to global trade, yet they often lack adequate support during times of crisis and proposed establishing a Seafarers Emergency Support Network.

China will be a pioneer in establishing a BRICS AI open source community, support the cooperation in developing and applying large language models, hold specialized AI seminars and training courses, and build an open ecosystem for AI. 2️⃣ The trade and investment facilitation initiative. China proposes to establish a BRICS special economic zone partnership, under which countries can set up an intelligent portal, coordinate policies, and build a new frontier for open development. In an effort to cultivate new drivers of economic and trade cooperation, China will hold the BRICS Forum on Trade in Services next year. 3️⃣ The digital industry cooperation initiative. China will push for establishing a BRICS digital ecosystem cloud platform, and conduct digital skills training, technological exchange and industrial alignment, so as to jointly enable the development of the digital economy. 4️⃣ The intelligent manufacturing cooperation initiative. China stands ready to assist fellow BRICS countries in building smart factories and developing standards and norms, and jointly promote manufacturing transformation and upgrading. 5️⃣ The science and technology talent development initiative. China proposes to set up a BRICS engineer cultivation alliance for joint development of engineers and mutual recognition of competency standards.

Yet China’s growing aggressive use of supply-chain" / X supply-chain leverage — such as unilateral export restrictions on critical minerals, rare earths, manufacturing equipment and key industrial components — can also be viewed as a form of unilateral economic coercion, undermining the open trade and resilient supply chains that BRICS claims to champion.
In recent months, Beijing has employed both formal regulatory decrees and informal administrative measures to restrict exports to India, including critical manufacturing equipment and materials and the transfer of technical expertise. These curbs have seriously impacted several key Indian industries that depend heavily on Chinese tooling and specialized machinery, aligning with Beijing's broader objective of preventing India from emerging as an alternative global manufacturing hub. 
The declaration’s condemnation of unilateral coercive measures thus exposes a double standard: BRICS members readily unite in denouncing Western sanctions and protectionism, yet individual members, notably China, frequently deploy export controls, non-tariff barriers and market-access restrictions against their own BRICS partners. 9:11PM 13 September 2026
